WHEN Dean Goodwin was let out of prison following a 12-year stretch he was deemed a “high risk offender”.
He, like many other serious sex offenders, was managed and monitored by Dorset’s Multi Agency Protection Arrangements (MAPPA).
MAPPA are a set of arrangements to manage the risk posed by the most serious sexual and violent offenders under the provisions of the Criminal Justice Act 2003.
They bring together the police, probation and prison services along with a host of other agencies including social services, health trusts, Jobcentre Plus.
It has been suggested that when Goodwin was in prison he boasted about wanting to commit a rape to get into a higher security prison.
On March 31, 2012, there were 651 offenders being managed under the remit of Dorset MAPPA – 574 were registered sex offenders, 74 were violent offenders and 3 were regarded as other dangerous offenders.
